The Office of the Permanent Secretary, Mrs. Moriamo Oluwatosin Oloko, provides strategic administrative leadership for the Ministry, ensuring that policies, programmes, resources and specific reform initiatives under her office are efficiently coordinated and implemented across all departments and education zones. OGSERA (Ogun State Education Revitalisation Agenda) is the State’s umbrella reform programme for education. It brings together curriculum review, school management, technology, funding, infrastructure and teacher welfare under one coordinated framework so that reforms are aligned and data-driven rather than isolated projects.
DiPER (Digital Platform for Education Revitalisation) is Ogun State’s cloud-based Education Management Information System. It replaces paper-based and fragmented processes with a single digital platform that manages learner records, admissions, transfers, assessment data and reporting for public (and approved private) schools across the state.
Parents obtain an application PIN from designated points (such as Zonal Education Offices), create an account on the online admissions portal, and complete the registration form for each child. After writing the entrance or screening examination, placements into public and flagship schools are made based on merit, available spaces and approved cut-off marks, all managed through DiPER.
The LIN is a unique identification number assigned to every learner in Ogun State. It links the child’s enrolment, transfers, attendance, assessment and exam records on DiPER. Without a LIN, learners cannot be fully recognised in the state system or registered for key examinations, so schools and parents must ensure every child has one.
OgunTEACH (Ogun Teaching Experience Acquisition Channel) is a special teacher recruitment and internship scheme for public primary, secondary schools and technical colleges. It allows qualified applicants to gain supervised classroom experience, fill critical vacancies in high-need areas, and potentially transition into permanent teaching positions based on performance and system needs.
Transfers (within Ogun or from other states) follow a structured process: parents submit a formal request and required documents (transfer letter, results, age evidence, etc.) to the Zonal Education Office or designated desk, the Ministry verifies records and available space, approves the transfer, and updates the learner’s record on DiPER before the new school completes admission.
OgunLEARN is the Ministry’s Learning Management Platform. It provides curriculum-aligned lesson notes, schemes of work, assignments, quizzes, and performance dashboards. Approved public and private schools, their teachers, learners and (optionally) parents can use it to support classroom teaching, homework, revision and continuous assessment.
The Ministry runs regular digital literacy and STEM-focused trainings (including PSI/PMI methodology), provides laptops to trained STEM teachers, equips smart classrooms, and offers ongoing support through Zonal Education Offices and helpdesks. The goal is for teachers to confidently use DiPER, OgunLEARN, smart devices and digital resources in everyday teaching.
Smart classrooms are tech-enabled learning spaces fitted with tools such as smart TVs, laptops, internet/solar solutions and sometimes robotics kits. Ogun State is equipping hundreds of secondary schools and selected resource centres with these facilities so learners can experience interactive lessons, digital content, computer-based practice and hands-on STEM and robotics activities.
The state is combining infrastructure (smart classrooms and resource centres), teacher training, digital literacy for learners and the use of DiPER for candidate management. Schools are being supported to familiarise students with computer-based testing environments well before CB-WASSCE becomes fully operational, ensuring learners are comfortable with both content and format.
The Ministry upgrades Government Science and Technical Colleges, modernises workshops and labs, updates curricula to reflect labour-market needs, and uses DiPER and digital admissions for transparent entry. It also links TVET students to skills and entrepreneurship programmes and works with industry partners to make training more practical and employment-focused.
The Gateway Skills Programme is a state initiative to train youths and SMEs in digital and business skills, delivered with partners like global tech companies. The Ministry’s role is to connect graduates of secondary schools and technical colleges into these training tracks, ensuring that education leads to concrete skills, jobs and entrepreneurship opportunities.
Parents and communities can engage through school-based management structures, Zonal Education Offices, official communication channels, and feedback forms on the Ministry’s platforms. Development partners, NGOs and private organisations can reach out to the Ministry to explore collaboration on digital tools, infrastructure, teacher development, STEM, TVET and youth skills initiatives.
